Monitoring & evaluation: Real-time data collection to drive daily decision making about IRS campaign activity

BAO Systems supports data capture, management, analysis, reporting, and use for the President’s Malaria Initiative (PMI) VectorLink project, which focuses on malaria elimination through indoor residual spraying (IRS). BAO Systems led the architecture, design, development, implementation, and scaling of the PMI VectorLink multi-country data system, built on DHIS2.
The system is deployed in 25 countries, supports hundreds of users, and captures millions of data points. It enables governments, project staff, and donors to use the same system and leverage the same data for daily operational decision-making, performance tracking, course correction, and donor reporting across the 25 countries. Because of the short duration and intensity of the 20 – 30 day IRS campaigns, data is needed on a daily basis to make decisions about where to spray and re-spray. To do so requires a rigorous cleaning process to ensure the data can be trusted. BAO Systems developed a suite of data cleaning tools to automate data quality improvement. The system also supports workforce management and accountability.
